Garden Grove drops pot dispensary ban, starts registration

GARDEN GROVE – Medical marijuana dispensaries must register with the city or they will not be able to operate, according to a new ordinance passed by council members Tuesday night.
The City Council voted 5-0 in favor of the ordinance, which city officials say will not only help regulate the number of pot dispensaries in the city but also ensure that they are located in commercial zones as opposed to residential or school zones.
 
Garden Grove city council members unanimously passed an ordinance, which will require all medical marijuana dispensaries in the city to be registered in order to operate. The city estimates that there are about 30 dispensaries currently operating in Garden Grove despite a ban that was passed in 2008.
 
Senior Planner Erin Webb said the ordinance will go into effect immediately and only those dispensaries that have registered with the city can be potentially eligible for a future permit. About 30 medical marijuana dispensaries are operating in Garden Grove, she said. The ordinance will also effectively deter illegal operations from sprouting in different parts of the city, she said.
 
Council members said they support the registration process.
 
"This is needed for our city to have some control over the facilities and to make sure our children and families are protected from illegal activities," said Councilwoman Dina Nguyen. "Unless we define what is legal or illegal, it will not be possible for police to enforce the law."
Longtime resident Verla Lambert asked the council how the city intends to enforce the ordinance.
 
"With more business licenses, the city will get more revenue," she said. "But you will also need to hire more people to enforce these codes. We've worked hard to keep this environment drug-free. If it has to be done, we better do it right."

Savino: If NJ Can Go To Pot, Why Not NY

State Sen. Diane Savino today called on New York to follow New Jersey's lead and legalize medical marijuana.
 
Savino sent a letter to Gov. Cuomo urging action after New Jersey Gov. Chris Christie said his state would move forward with it's medical marijuana program.
 
“Anyone who has watched a loved one struggle with a debilitating illness would do almost anything to help alleviate their pain,” Savino said. “New Jersey showed real compassion for Garden State residents who are suffering from cancer, multiple sclerosis and other life-threatening diseases. We need to follow this example and pass legislation to allow doctors to prescribe medical marijuana when no other option is available.”
 
In her letter to Cuomo dated today, Savino notes that New Jersey becomes the 21st state, in addition to Washington, D.C., to allow doctors to prescribe pot for medicinal purposes.
 
"As someone who has lost both parents to cancer, I know first-hand what it is like to see a loved one in pain and not be able to do anything about it," the Staten Island Democrat wrote.
 
She says the bill she is co-sponsoring with Sen. Thomas Duane (D-Manhattan) and Assembly Health Committee Chairman Richard Gottfried (D-Manhattan) would allow eligible patients to purchase pot through a "registered dispensing facility" with doctor approval.
 
Patients, she said, would be required to register with the state Health Department and be limited to having just 2.5 ounces of pot at a time.
 
"I urge you to lend your support and leadership to this legislation, and give doctors one more tool to manage pain and alleviate suffering for thousands of New Yorkers," Savino wrote to Cuomo.
 
But the bill's chances remain slim at best. Many Senate Republicans, who control the chamber,
have oppose the idea as does Cuomo himself.
 
"The dangers of medical marijuana outweigh the benefits," Cuomo said during the campaign. "I don't think the bill passes."

Reality show to focus on Oakland medical marijuana dispensary

The Discovery Channel announced today that it will produce a reality series about Oakland’s Harborside Health Center, the nation’s largest medical cannabis dispensary.
 
“Weed Wars,” scheduled to premiere this fall, “fearlessly pulls back the curtain on a once illegal and still controversial world,” according to a press release issued by Discovery.
 
In 2004, Oakland became the first city to license medical cannabis outlets. The Harborside Health Center, founded by Steve DeAngelo, serves over 80,000 patients. It recently extended its reach with a second location in San Jose.
 
In addition to DeAngelo and his staff, “Weed Wars” will follow the journey of the plant itself — from seed germination to harvesting, profiling growers and farmers along the way. “(The show) is a fascinating glimpse into this highly unique setting,” said Nancy Daniels, executive vice president of production and development for Discovery Channel.

Marijuana treatment sought for chronic PTSD sufferers

Researchers are seeking federal approval for what is believed to be the first study to examine the therapeutic effects of marijuana on veterans with chronic post-traumatic stress disorder, according to a report in The New York Times.
 
The proposal, from the Multidisciplinary Association for Psychedelic Studies in Santa Cruz, Calif., and a researcher at the University of Arizona College of Medicine, would look at the potential benefits of cannabis by examining 50 combat veterans who have not responded to other treatment, the paper reported Monday.
 
“These are people whom we put in harm’s way, and we have a moral obligation to help them,” Rick Doblin, founder and executive director of the psychedelic studies group, was quoted as saying.
 
In April, the Food and Drug Administration said it was satisfied that safety concerns over the study had been addressed by Doblin and Dr. Sue Sisley, an assistant professor of psychiatry and internal medicine at Arizona, according to a letter from the FDA provided to the Times by Doblin, but noted there are other hurdles, such as where the marijuana would come from.
 
One Army veteran from Texas who fought in Iraq for 18 months beginning in 2006, told the Times that he used marijuana three times a day in lieu of the prescribed painkillers and antidepressants. He asked that his name not be used because Texas does not allow medical marijuana.
 
“I have seen it with my own eyes,” he told the paper. “It works for a lot of the guys coming home.”
 
If the study is approved, veterans would be given up to 1.8 grams, or about three marijuana cigarettes, a day to treat anxiety, depression, nightmares and other symptoms brought on by PTSD, the Times wrote.
