Uruguay is on the path to being the first country to legalize cannabis fully and regulate as most believe it should be. The country is implementing it's new plan and is expected to be fully functional halfway through 2014. The best part of the part of the Uruguay marijuana plan? The pot will be sold for $1.00 a gram! Even at that low price, the street cost of a gram from a street dealer in Uruguay is $1.40. But cheaper is cheaper right! $.40 adds up after a while. So what could possibly be bad about this plan?
Of course there's the argument that when lowering the price of pot, there will be an explosive increase in those who use it. However, what happened when alcohol came off prohibition? Not every person alive ran out and started getting hammered. There's no reason to believe that marijuana use would increase. If anything, it may decrease due to the fact that a lot of recreational users smoke because - let's face it - the forbidden is always more appealing because you're not supposed to do it. Also, the usage of marijuana by minors is easily prevented by parents taking a stand and actually talking to their kids about the plant, rather than trusting what's taught in school health classes (We all went through D.A.R.E. We're still smoking).
The quality of the marijuana being produced is also in question. If the pot only costs $1.00, is it going to be filled with stems and seeds? There is no guaranteed quality when weed costs this little. In the US, there is marijuana that is sold for ridiculously low prices, around $3.00 a gram. Bud like this is basically trash and what they were smoking back in the 70s. Seed filled and mostly stem, you definitely get what you pay for when it comes to bud. Paying $1.00 a gram for bud that doesn't get you high, doesn't look good, and doesn't taste good isn't even really worth it. Especially if you spend more time picking the seeds out rather than smoking it.
If keeping the prices low will help people get quality medicine, then I'm all for it. However, if the price will reflect the quality of the bud, patients might have no choice other than to stick to black market dealers. If the low price bud is poor quality, people are going to continue to use street dealers to get quality medicine. People will pay for quality when the only other alternative is schwag.

Research closing in on a breathalyzer for marijuana

If an officer of the law pulls you over and suspects you’ve been using marijuana and might be impaired, the officer performs a field test. And if that leads to greater suspicion, well, things can escalate to a blood test.
But what if the officer didn’t have to take you in to get a blood test looking for that controversial limit of 5 nanograms-per-milliliter of active THC in your system that can be hard to defend against in court? At that limit, you’re assumed to be impaired the same as if you “blew” .08 in a breathalyzer test for alcohol.
A recent study has found that THC, the main psychoactive chemical in marijuana, can be detected from a breath test.
The researchers “collected” exhaled breath from chronic (those who use four times or more a week) and occasional (two times a week) marijuana users and tested them before and after they smoked a joint with 6.8 percent THC weed.
