Vermont Marijuana Decriminalization Bill Passes Final Senate Vote

Possession of up to one ounce of marijuana by adults 21 and older will result in up to a $300 as of July 1, 2013
 
MONTPELIER, VT – A bill to decriminalize possession of small amounts of marijuana passed a third, and final, reading in the Vermont Senate on Wednesday.  The bill, which as previously passed in the House, will be sent to the House of Representatives to sign off on amendments made by the Senate before sending it to Gov. Peter Shumlin for his signature.
 
The bill, House Bill 200, introduced by Rep. Christopher Pearson (P-Burlington) with a tripartisan group of 38 co-sponsors, will remove criminal penalties for possession of up to one ounce of marijuana and replace them with a civil fine, similar to a traffic ticket. Those under age 21 would be required to undergo substance abuse screening.
 
Under current state law, possession of up to two ounces of marijuana is a misdemeanor punishable by up to six months in jail for a first offense and up to two years in jail for a subsequent offense.
 
Vermont Attorney General William Sorrell and Public Safety Commissioner Keith Flynn both testified in favor of the bill in April, and Gov. Peter Shumlin has also expressed support for decriminalizing marijuana possession in the state.
 
On Tuesday, Senators voted 24 to 6 in favor of sending the bill to a third, and final, reading.  Then on Wednesday, the Senate voted to approve the bill, as amended.
 
We are pleased to see the Senate has joined their colleagues in the House and given their initial approval to this important legislation,” said Matt Simon, a legislative analyst for the Marijuana Policy Project. “There is exceptionally strong support for this proposal among the voters and the legislature has really stepped up and delivered.

Georgia Government Considering Legalization Of Marijuana

“The Georgian government is considering the possibility of decriminalizing marijuana because bans could have the opposite effect in certain situations”, Georgia’s Minister of Labor, Health and Social Security David Sergeyenko said at a press conference on Friday, reports VoR.
 
“As far as drugs are concerned, ban-related mechanisms very frequently entail the ricochet effect, which means strengthening, development in other directions. It is a topic that requires a well-considered strategy, and the legalization of marijuana could be part of it,” he said.
 
Many countries are currently considering the possibility of decriminalizing marijuana, the minister said. An appropriate law has already been passed in some of them, he added.

"On the palette, my Chocolate Chip Cookie sample was "strongest" and "richest" in taste as compared to other cookie varieties I've had. This variety had a more hashish overtone with hints of chocolate and Stout beer; hence the strain name I assume. The after taste I had was very "strong" with most bowls, but on one bowl I did have an image of Chips Ahoy cookies; a more smoother bowl with a distinguishable "chocolate chip" flavor. I did wish I had a few more sample marijuana nuggets to really get a handle on the taste to confirm as at times I know it could be "mental" vs. "actual" when trying to detect flavors when the strain name may lead you believe it's the actual flavor. "

San Bernardino authorities raid dispensaries

The San Bernardino city attorney and police raided a marijuana dispensary in the 3200 block of North E Street in the first of several sweeps aiming to shut down remaining store fronts in the city.
 
With the pungent smell of marijuana wafting along the street, an undercover narcotic task force and city attorney investigators shut down the e Street Collective and arrested four people on misdemeanor citations of operating a marijuana business, City Attorney Jim Penman said.
 
Its only signage are two green crosses on the windows and a backward, faded sign, “Pro Wrestling School.”
 
The two co-owners and two volunteers were handcuffed and declined to comment to reporters.
 
Inside the store, police seized 30 pounds of marijuana, including 80 growing plants. Police also found a loaded 12-gauge shotgun and more than $9,000 cash, Penman said.
 
Each person arrested was expected to be cited and released with an order to return to court next months.
 
Several patients stood outside the storefront shouting at police, but declined to comment or give their names.
