Oakland Keeps Pushing on Creative Cannabis Regulation

With polls showing big support for California’s legalization initiative this November, an Oakland city councilmember is seeking not only tax revenues but a direct cut of profits from local cannabis businesses.

Desley Brooks is the same councilmember who pushed last year’s successful “Equity Amendment,” which prioritizes cannabis convicts and areas with high marijuana arrest rates for new canna-business permits—an effort to address the racist legacy of marijuana prohibition and the War on Drugs.
 
The new one is intended to augment the strapped city’s budget and fund social programs. Her measure would require any new Oakland cannabis company to make the city government a 25 percent partner. Companies that don’t cut Oakland in would not get a permit and therefore not be allowed to operate under local law—or state law, which mandates compliance with municipal ordinances.

At the conclusion of North Dallas Forty wide receiver Phil Elliott, played by Nick Nolte, gets blackballed by his team owner for "smoking a marijuana cigarette." After being presented with a photo that shows Elliott toking up, the team owner patronizes Elliott and says, "Illegal drugs are forbidden by the league rules Phil, you know that." To which Elliott replies: "Jesus, smoking grass, what are you kidding me? If you nailed all the ballplayers who smoked grass, you wouldn't even be able to field a punt return team. Besides that, you give me the hardest stuff in Chicago just to get out of the goddamn locker room. Hard drugs!"

Cannabis is Not a Gateway Drug, Admits U.S. Attorney General

In a statement made a recent town hall in Richmond, Kentucky, U.S. Attorney General Lorett Lynch admitted that cannabis is not a gateway drug, which is one of the most prominent arguments made in opposition to legalizing cannabis (that it leads to the use of harder drugs).

During the town hall in Richmond, being held as part of President Obama’s National Prescription Opioid and Heroin Epidemic Awareness Week (quite a mouth full), Lynch was asked by a Madison Central High School student whether she believes that the use of cannabis among students will lead to opioid abuse.

“There a lot of discussion about marijuana these days”, Lynch stated. “Some states are making it legal, people are looking into medical uses for it, and I understand that it still is as common as almost anything. When we talk about heroin addiction, we unusually, as we have mentioned, are talking about individuals that started out with a prescription drug problem, and then because they need more and more, they turn to heroin. It isn’t so much that marijuana is the step right before using prescription drugs or opioids.”
