California Marijuana Legalization Story

SAN FRANCISCO (AP) — A long-anticipated campaign to legalize recreational marijuana use in the state that produces more pot than any other commenced in California on Wednesday as supporters announced they have collected enough signatures to qualify a voter initiative for the November ballot.

A well-funded and politically connected coalition spearheaded by former Facebook presidentSean Parker said it has collected 600,000 signatures from registered voters — far more than the 365,000 needed — ahead of a July 5 deadline.

Stressing what promises to be a dominant message of the campaign, Lt. Gov. Gavin Newsom said the 62-page initiative will make it harder for people under 21 to obtain pot and easier for police to crack down on illicit sales than it has been in the two decades since California became the first U.S. state to legalize medical marijuana.

State Department Says NIDA Monopoly On Research Marijuana Is Unnecessary

The Bureau of International Narcotics and Law Enforcement at the State Department has gone on record stating that the United States could issue multiple licenses for the cultivation of cannabis for medical and scientific purposes without violating the United Nations Single Convention on Narcotic Drugs treaty. The statement came in response to a direct request from Senator Kirsten Gillibrand (D-NY) regarding whether issuing multiple licenses to grow medical marijuana was a violation of the Single Convention. The State Department’s interpretation is at odds with that of the Drug Enforcement Administration (DEA) which has always maintained that the treaty only allows a single license, which is granted to the National Institute on Drug Abuse (NIDA). This has created what is referred to as the “NIDA monopoly on cannabis,” which has stalled medical cannabis research for years.

Senator Gillibrand reacted to the State Department’s position, “For years, the DEA has cited this international treaty as the reason for limiting medical research. Now that the State Department has confirmed this treaty should not be a barrier to expanding research, the DEA should issue new licenses to supply medical researchers and stop letting antiquated ideology stand in the way of modern medical science.”

CO Passes Law Allowing Medical Marijuana in Schools

In an unanimous vote on Tuesday, the Colorado Senate approved “Jack’s Law,” a measure allowing children to use medical marijuana on school grounds. The law, which Governor John Hickenlooper supports, requires schools to establish policies for medical marijuana access, but does not require school administrators or nurses to administer it. Instead, it allows parents or caregivers to provide non-smokeable marijuana to students. 

“Jack’s Law” is named after Jack Splitt, a 15-year-old suffering from spastic quadriplegic cerebral palsy and dystonia, who requires around-the-clock support. Splitt’s mother Stacey Linn began fighting for access to medical marijuana in schools after administrators confiscated Jack’s cannabis-infused arm patch last February. A nurse who provides daily support for Jack was carrying marijuana oils that were also taken.
